Per discussion on the members list, and thoughtful contribution by Adam B., the following Network Usage Policy has been recommended:

 * No downloading anything illegal at the space - this should not need
  to be monitored unless we get a cease and desist, and it should be
  obvious and already known.

 * No abuse of the space's bandwidth - this means properly throttled
  torrents, if you decide to start a torrent, not leaving torrents
  running when you are not there, etc.  This also means if you are not
  able to dial down your torrent program to a safe setting then you
  should not run torrent programs at the space.
